While issues of Somalia youth need be better addressed to alleviate the conditions fostering terrorism, for the active insurgent group, Al-Shabaab, our empathy to the destitution and chaos that has created these groups, cannot deter us from combatting the militant operations carried out by this group over the past several years. It was our quick withdrawal from Somalia after a black hawk was downed that emboldened Osama Bin Laden, describing us as a paper tiger. The interlink between Al-Qaeda and Al-Shabaab is clear, with persons of Al-Qaeda's core directly involved in there training. For intelligence agencies and the foreign service office, the requirements and responsibilities of our work demand continued vigilance and investigation. Abdulkadir Mohamed Abdulkadir, known as Ikrima is a high-value target and believed operations planner and recruiter al-Shabaab working with al-Hijra, the Kenyan based wing for the group that facilitated the attacks in the Kenyan mall two weeks ago. The State Department has offered 7,000,000 bounty for information leading to his capture. His capture, questioning and prosecution will be valuable in our effective dismantling of an increasingly active wing of Al-Qaeda's affiliated groups. While our first attempt was unsuccessful I trust our agents in the field and eye in the sky have continued to monitor Ikrima and are looking for an opportune time to make the arrest.

Mukhtar Abu Zubayr, who also goes by Ahmed Abdi Godane, controls the intelligence wing of Al-Shabaab, called Amniyat. His ruthless efforts to seize control of Al-Shabaab have made many internal enemies. This is something western agencies may be able to exploit in his capture. The Amniyat is commanded by Mahad Mohamed Ali, also known as "Karate." Someone trained by former core members of Al-Qaeda. From my previous interview, Somalis are divided into three primary tribes, something that can also be utilized to ferret out actionable intelligence as rivals are deep and opportune advantage irritable. The capture of these three individuals will be an appropriate response to the Kenyan mall attacks, pinching at the pressure points of Al-Qaeda's affiliates in East Africa. Finessed operations, quiet and light, are preferred as the balance of power in Somalia is delicate and it preserving the stability of the current regime preferred to the alternatives. Regional assets should be prepared for extractions and to respond to potential security needs of Somalia's prime minister. I've opened this line of communication and am waiting for directions as to how to proceed.
